      Abstract
Background: The neonatal period is a vulnerable time in a baby's life. Neonatal care provided by health workers uses a comprehensive approach, but non-natal services provided are far from being expectations. Midwives are still not carried out services according to standards, examinations, records and reporting that have not been optimal. The delay in health personnel in mediating and providing therapy will aggravate the patient's condition. Objective: To produce an innovative problem solving in essential neonatal care in neonates using the Rule Based System information system. Method: This type of research method is a quasi experiment. The study design used a post test-only non equivalent control group. The research sample amounted to 40 divided into 2 interventions and control groups. The intervention group performed neonatal care using information system and the control group using the Ministry of Health standard manual. The statistical test used in this study utilized the Man Whitney test. Results: The results of this study indicate that neonatal care using an information system is able to increase the completeness of physical examination data by 53% with p-vallue 0,000. In enforcing the diagnosis and giving information system recommendations can improve the accuracy of the diagnosis and provide recommendations of 65% with p-vallue 0.004. Conclusion: There are differences in the completeness of the examination and reporting data, the enforcement of diagnoses and the provision of therapy between those who use information systems and those using standard manuals. Information systems using rule based systems are quite effective in neonatal care.
